DHSUD holds simultaneous town hall meetings with HOAs


MANILA – The Department of Human Settlements and Urban Development (DHSUD) has conducted simultaneous regional summits and town hall meetings with homeowners associations (HOAs) across the country as part of its push for proactive governance and community empowerment.

The activities, held in line with the agency’s seventh anniversary, gathered HOA leaders in Calabarzon for the HOA Summit and Stakeholders’ Forum 2026, while town hall meetings were simultaneously conducted in Regions 7 (Central Visayas), 9 (Zamboanga Peninsula) and 11 (Davao).

Similar engagements are scheduled in Central Luzon and Metro Manila.

In a news release Sunday, DHSUD said the initiative supports President Ferdinand R. Marcos Jr.’s directive to bring government services closer to the people and aligns with Secretary Jose Ramon Aliling’s call for stronger engagement with housing stakeholders.

In Calabarzon, the summit led by Regional Director Lyndon Juntilla gathered HOA officers, federation leaders and partner agencies to enhance their understanding of laws, rules and regulations governing associations. The forum also provided guidance on compliance requirements, leadership responsibilities and common governance issues.

Supervising Senior Undersecretary Sharon Faith Paquiz highlighted the importance of informed and accountable HOA leadership in building organized and resilient communities.

Consultation booths were set up in coordination with agencies such as Manila Electric Company, National Water Resources Board, Pag-IBIG Fund, Data Privacy Commission, Human Settlements Adjudication Commission, and DHSUD Regional Housing and Real Estate Development Regulation Division.

In Central Visayas, the Regional Office 7 headed by Director Mark Anthony Lindugan engaged the Federation of Budlaan Relocatees in a town hall meeting attended by five HOAs. Discussions focused on the proper conduct of elections, transparency in association processes, and addressing challenges such as low member participation and lack of quorum.

In Northern Mindanao, Regional Office 10 led by Director Paris Raymond Gaballo likewise conducted a town hall meeting with officers and members of Bamboo Lane Homeowners Association Inc. in Cagayan de Oro City. The dialogue centered on compliance updates, governance matters and collaborative problem-solving.
